Memorandum
On Cooperation Between Anti-War Russian Communities, Opposition Russian Politicians, and Public Figures
Since 2021, over 200 independent civic communities of Russians in countries around the world have been advocating for human rights in Russia and, since the full-scale invasion, against the war in Ukraine. In more than 140 cities across five continents, we lobby for the interests of anti-war Russians, provide aid to Ukraine, organize humanitarian efforts, support political prisoners, host educational events, and hold protest actions. Many of these efforts are conducted jointly with Ukrainians and Belarusians, promoting democratic values and strengthening solidarity with the global community.
Together, we have mobilized tens of thousands of anti-war activists at rallies marking key events: anniversaries of the invasion of Ukraine, demonstrations in support of Alexei Navalny and political prisoners in Russia and Belarus, and protests against mobilization (such as the “No to MoGilization” campaign). We also hold actions such as “Save Children from Putinism,” “Noon Against Putin,” and “Let’s Return Heat and Light to Ukraine.” Our initiatives have grown globally through horizontal cooperation, and we invite you to join us in productive partnership.
Objectives of Partnership

    Strengthening the Anti-War Movement: Enhancing visibility, expanding the number of supporters, and increasing their engagement.

    Effective Collaboration: Facilitating involvement of anti-war Russian communities in rallies and political actions.

    Exchange of Information and Expertise: Sharing knowledge on local regulations for civic and political activism, as well as insights from Russian and international participants, to adapt actions, advocacy, and strategies across countries.

    Support with Local Authorities: Assisting in arranging meetings and negotiations with local officials.

    Coordinated Media Coverage: Ensuring events are effectively covered by independent Russian and international media.
Organization of Interaction

    Coherence and Information Sharing
    Political actors and local communities will coordinate dates, times, locations, and purposes of events in advance, considering the capacities of organizers, local audience interests, and local political conditions and regulations on public gatherings. A shared calendar will help ensure alignment and solidarity in our efforts.

    Regular Interaction
    Establish regular meetings to discuss plans, coordinate actions, and address ongoing needs.

    Mutual Media Support
    In events organized jointly with anti-war Russian communities, please use agreed-upon language (e.g., “Organized jointly with anti-war communities of Russians worldwide”) and include the tag #FreeRussiansGlobal. Publications should link to freerussians.global, where updated lists of current actions are posted, along with links to the social media of anti-war communities.

This memorandum serves as a framework for fair, transparent, constructive, and mutually beneficial cooperation between anti-war communities and political groups. By combining our efforts and avoiding conflict, we aim to end the war in Ukraine, secure the release of political prisoners, and build a new democratic future for Russia.
